The police are struggling to recruit their 1000 new frontline staff because - despite the fact that you don't have to read and you get a teacher-size salary without the years of study and the student debt - on the whole most people are pretty decent and the cops are not.
They're struggling with allegations of rape and deceit. They have to go on the offensive and this is their chance.
It's been a two-year investigation apparently. I would be underwhelmed to learn that an element of entrapment is involved.
It seems bizarre to me that at the end of this two year operation the cops still didn't have search warrants for the SHVC houses they tried to get into... There'd have to be something else going on behind it all. It could be that they're just trying to (re)gain some public confidence
